Zusammenfassung:PROBLEM TO BE SOLVED: To provide an internal combustion engine control device enabling suitable control when communication between a variable valve controller and a throttle controller has failure. SOLUTION: The internal combustion engine control device is constructed to have an intelligent driver 5 for controlling the valve lift amount of an intake valve 4 and an engine ECU 6 for controlling a throttle opening, wherein in normal time the engine ECU 6 controls the throttle opening according to an actual valve lift amount transmitted from the intelligent driver 5. When the communication between the intelligent driver 5 and the engine ECU 6 has failure, the engine ECU 6 controls the throttle opening based on a stored, previous valve lift amount. With this, suitable throttle opening control can be performed even if a valve lift amount is not transmitted from the variable valve control means in communication failure.
