Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a barrier film to which indicator function is given to show the quality of a barrier film excellent in barrier properties, and its manufacturing method. SOLUTION: A transparent conductive substrate is formed by laminating a high index of refraction material comparing with the index of refraction of a substrate and a low index of refraction material on one surface of the transparent substrate in this turn; and forming a transparent conductive film on the outermost layer.
