Zusammenfassung:PROBLEM TO BE SOLVED: To provide a wavelength converting device which especially has high efficiency. SOLUTION: The wavelength converting device (3c) includes a compound semiconductor film containing at least one of gallium, aluminum and indium, and nitrogen and having spontaneous polarization and also has polarization reversal structures (+c, -c) which are inverted in spontaneous polarization periodically in a two-dimensional lattice shape in the compound semiconductor film, where the polarization reversal structures meet pseudo-phase matching conditions in two dimensions for incident light with a first wavelength, two-dimensional photonic crystal (h) is formed in the compound semiconductor film, and one photonic band edge of the photonic crystal is made to correspond to the first wavelength.
