SOLUTION: The processing for storing memory data into a storing means 4 is executed when processing load of the program control for operation is small, in particular, when the processing with time accuracy is not executed, and the processing with time accuracy is made standby during executing the storage processing, thus the processing with time accuracy is prevented from not being normally operated, and the storage processing can be surely performed.
