SOLUTION: The rust inhibitor is produced by mixing a succinamic acid compound and a basic compound expressed by the formulae (1) and/or (2) with water (wherein R1represents an alkenyl group having 20 or less carbon atoms; R2and R3represent hydrogen, a hydroxyalkyl group, a -(CH2CH2O)n-CH2CH2OH group or a -(CH2CHCH3O)m-CH2CHCH3OH group; and at least one group of R2and R3is a hydroxyalkyl group, a -(CH2CH2O)n-CH2CH2OH group or a -(CH2CHCH3O)m-CH2CHCH3OH group).
