PROBLEM TO BE SOLVED: To provide a technology that can control disclosable resource appropriately against accessing via an intermediary device, and that can improve security. SOLUTION: In a management server 1700, a CPU1704 runs a notification processing module 5000 for receiving a usage request with respect to a resource, a condition information collection module 5001 for obtaining condition information related to a use situation of the resources (server 1200, 1300, 1400, or the like) by a user terminal 1800, when the usage request is received, a policy matching module 5002 for determining usage permission ready resources among the resources based on the condition information, and a filtering control module 5003 for controlling filtering with a switch 1500, such that the usage permission ready resources can be accessed via a blade PC1600.
