Zusammenfassung:PROBLEM TO BE SOLVED: To provide a turbine rotor and steam turbine that can suppress the generation of thermal stresses at welds, achieve the enhancement in thermal efficiency by driving with a hot steam, and has an excellent reliability. SOLUTION: A turbine rotor 300 is cooled in such a manner that a hot turbine rotor component 301 through which a hot steam passes; and a cold turbine rotor component 302 coupled by welding to sandwich the hot turbine rotor component 301 therewith, formed of different material from that of the hot turbine rotor component 301, and the hot turbine rotor component 301 in the proximity of a weld 120 between the hot turbine rotor component 301 and the cold turbine rotor component 302 are cooled together by a cooling steam 240. It is configured such that a value obtained by dividing the distance from the location of the hot turbine rotor component 301 where the cooling steam 240 is sprayed to the weld 120 by the diameter of the hot turbine rotor component 301 comes to be 0.3 or over.
