Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine, grasping operation conditions and restricting the starting of forced regeneration when it is difficult to stably raise the temperature of a DPF (diesel particulate filter). SOLUTION: When forcibly regenerating the filter by raising the temperature of the filter collecting fine particles in exhaust gas from the internal combustion engine of a vehicle, the starting of the forced regeneration of the filter is restricted (step S20) when having a high frequency of low load state as the operating conditions of the vehicle and internal combustion engine.
