Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a cement composition which has a small elution ratio to the selenium content, and is eventually suppressed in the amount of selenium elution, and to provide a cement-based solidifying material. SOLUTION: The cement composition contains a cement clinker having a selenium content of not more than 1.5 mg/kg and gypsum, and contains 60-80 mass% C3S calculated by Bogue equation. The cement-based solidifying material is obtained by using the same. The cement clinker contained in the cement composition has a selenium content reduced by extracting a part of a selenium-containing waste gas from a cement kiln extending from a suspension pre-heater part of a cement firing apparatus to a rotary kiln hood inlet.
