Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a router capable of shortening the time required, until the completion of hand-over in a communication terminal and carrying out of more rapid packet transfer, when regulating packet transfer route, using host-specific address and host address for routing. SOLUTION: An access router AR1 is provided with a memory 105 for storing a routing table that associates the host address for routing with an output port; a route regulator 107 that associates the host address for routing the host-specific address with the host, based on the routing table and for selecting the output port, based on the host address for routing and the routing table; and an address converter 109 for converting the host address for routing that is included in a packet to the host address, based on the association result of the routing address and the host-specific address.
