Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a vehicle seat belt control device which prevents the situation where lock by an emergency locking mechanism becomes effective during winding of a seat belt, and the seat belt thereby cannot be wound any more. SOLUTION: The vehicle seat belt control device controls a seat belt device for winding the seat belt for constraining an occupant seated on a seat by a drive motor and provided with the emergency locking mechanism for inhibiting drawing out of the seat belt in accordance with detection of a predetermined condition of a vehicle, and has a constraint state detection means for detecting whether or not the occupant is constrained by the seat belt. The seat belt device is controlled so that the seat belt is wound up by the drive motor and operation of the emergency locking mechanism is canceled along with the winding up of the seat belt when the constraint state detection means detects release of the constraint state of the occupant by the seat belt.
