Zusammenfassung:PROBLEM TO BE SOLVED: To provide a radio communication terminal and a communication method capable of obtaining a QoS rate as high as possible after returning to an original base station by adjusting a hand-off threshold depending on the state of the base station before and after a return from the dormant state of the radio communication terminal. SOLUTION: This radio communication terminal 100 has a QoS rate re-adjusting section 150b for executing the re-adjustment of a QoS rate for a base station 200 when the radio communication terminal shifts to a dormant state and then returns to an active state from the dormant status during setting QoS; and a hand-off threshold setting section 150c for setting a hand-off threshold at which hand-off can be easily executed when the QoS rate decreases and a hand-off threshold at which hand-off is hardly executed when the QoS rate increases, before and after the return from the dormant state as a result of the re-adjustment by the QoS rate re-adjusting section 150b.
