SOLUTION: The fluorine varnish mainly comprises a double bond-containing fluorine copolymer that is formed by the reaction of [A] a hydroxyl group-containing fluorine copolymer composed of 15-85 mol% fluoro-olefin, 0.001-30 mol% specific organosilicone compound, and 1-50 mol% specific hydroxyl group-containing unsaturated ether as a polymerization unit with [B] an unsaturated isocyanate.
