Zusammenfassung:PROBLEM TO BE SOLVED: To provide a developing apparatus that can maintain image density and suppress fog or density irregularity to an allowable level or lower even when the outer diameter of a developer carrier is 12 mm or smaller, and to provide a process cartridge and an image forming apparatus. SOLUTION: The developing apparatus is characterized in that: the outer diameter of a developer carrier 41 is 8 mm to 12 mm; a magnetic single component developer used shows a saturated magnetization of 20 Am2/kg to 37 Am2/kg when a magnetic field of 1,000 Oe is applied, shows a magnetization of 70% to 80% of the saturation magnetization when the magnetic field is decreased to 700 Oe, and shows a magnetization of 50% to 62% of the saturation magnetization when the magnetic field is decreased to 500 Oe; and the developer has an average circularity of 0.960 or more.
