SOLUTION: The powder cosmetic contains (1) a covered powder covered with a water-soluble covering agent, and (2) the active ingredient. The active ingredient is one or more kinds selected from the following group B in the water-soluble polymer-covered powder: (B) glycyrrhizic acid, lysozyme, ascorbic acid, ascorbic acid phosphate, ascorbic acid glucoside, kojic acid, arbutin, 4-alkylresorcinol, tranexamic acid, tranexamic acid methyl amide and salts of the components.
