Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain sufficient dissolved oxygen in an oxygen-enriched water generator using air as a raw material. SOLUTION: The oxygen-enriched water generator comprises an air blowing means 2, a gas separation means 4, and a cooling means 5. Oxygen and water are separated from air sent from the air blowing means 2 by the gas separation means 4 to be condensed in the cooling means 5, thereby allowing water with a high concentration of dissolved oxygen to be obtained. The water with a high concentration of dissolved oxygen, namely oxygen-enriched water, is infiltrated from pores and skin, which can improve the activities of hair root cells and skin cells, obtaining hair growth promotion effect and cosmetic effect.
