PROBLEM TO BE SOLVED: To merge a plurality of networks and to separate the merged networks with high security. SOLUTION: The management server comprises: a host network information management part (301) for managing a unique ID for identifying the host gateway and host network information including the IP address of the host gateway, an IP address group which can be allocated to the user gateway and the radio information of a host network; a merged state management part (30) for managing the information of the merged or separated state of the host gateway; a merging request processing part (305) for receiving a network merging request from the user gateway and identifying the unique ID; and an address allocation computing part (304) for respectively calculating the IP addresses to be allocated to respective clients inside a user network.
