Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a slave card issuing system by which a slave card is simply issued from a master card while assuring high security. SOLUTION: In a terminal, a slave card number of a slave card to be issued from among the stored slave cards to which slave card numbers are assigned is read, a master card number and the slave card number are transmitted to a card issuing server and when usability notification of the slave card is received from the card issuing server, the slave card is issued. In addition, in the card issuing server, the master card number and the slave card number transmitted by the terminal are received, whether or not the slave card number meets a standard of issuance of the slave card is examined based on the master card number, the slave card is made usable by stringing the master card number and the slave card number and registering them in a database when the standard is met and when registration is completed, the usability notification of the slave card is transmitted to the terminal.
