And, when a position request with respect to the whereabouts of the child is received from a guardian terminal 5, the position management center 4 judges if the child is in the school based on the position management DB44, when the child is in the school, staying at the school is notified to the guardian terminal 5, when not in the school, the position information is acquired from the portable terminal 1 by remote control, and present position information is notified to the guardian terminal 5.
