SOLUTION: A secondary battery management facility 10 sends a deteriorated secondary battery module BTM and a deteriorated secondary battery cell BTC determined as in the reference level or less by a deterioration determining device 13 in the secondary battery management facility 10 to a secondary battery regeneration facility 20, the secondary battery regeneration facility 20 returns the secondary battery module BTM regenerated from the deteriorated secondary battery module BTM and the secondary battery cell BTC regenerated from the deteriorated secondary battery cell BTC to the secondary battery management facility 10, and the secondary battery management facility 10 supplies the regenerated secondary battery module BTM and the secondary battery module BTM including and combining the regenerated secondary battery cell BTC to a secondary battery use facility 30.
