Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a vehicle control device in which control algorithm can be easily replaced so that the environment desired by the user can be provided and which is used for high theft prevention. SOLUTION: This vehicle control device comprises a control unit having a first storage device formed of program modules and storing the program for controlling a vehicle and a processing device calculating according to the program to generate control instructions and a portable storage device having a second storage device for storing at least a program module for forming the program.
