PROBLEM TO BE SOLVED: To raise the convenience of a player by enabling settlement of a management balance even in an incommunicable state. SOLUTION: In a settling system, management balance specifying information allowing specification of the management balance corresponding to the recording medium identification information of a recording medium accepted by a transaction device is recorded in the recording medium, and the recording medium in which the management balance specifying information is recorded is discharged. Also, whether it is in a communicable state capable of communicating with a management device or in the incommunicable state incapable of communicating is detected by a settling device. When the communicable state is detected, an online settling processing for settling is executed based on the management balance managed by the management device corresponding to the recording medium identification information of the accepted recording medium. When the incommunicable state is detected, the management balance is specified from the management balance specifying information recorded in the accepted recording medium (S912, 913), and the online settling processing for settling the specified management balance is executed (S914).
