Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a means for suppressing a data loss attendant on transfer control card switching and capable of quickly and efficiently restoring a data transfer path. SOLUTION: Data transfer cards 201 to 203 under starting whose processing amount is limited to 2/3 of a processable maximum processing amount in a relay system carry out data transfer control between a host system 1 and a subordinate system 3, and when the data transfer card 203 under starting is not usable, the data transfer path controlled by the card 203 not usable is impartially shared to the remaining cards 201, 202 under starting by 1/3 each to suppress a data loss and quickly restore the data transfer path. While the cards 201, 202 under starting take over the data transfer of the card 203, a standby card 200 is brought into an operable state, and the data transfer processing capability of the card 203 which the cards 201, 202 under starting take over is shared to the standby card 200.
