SOLUTION: A correction coefficient calculation means 6 reads the temperature of a demand corresponding spot corresponding to the demand spot of an energy consumer, the temperature of a reference spot, and temperature sensitivity showing the change quantity of medium consumption changing according to the change of the temperature from a temperature information storage means 4, and calculates correction coefficients under the consideration of the temperature characteristics of the demand spot. A proportional division ratio calculation means 7 corrects a reference medium benefit to be received by the medium supplier according to the estimated medium consumption of a consumption model by using the correction coefficients, and determines a proportional division ratio by calculating the rate of the corrected corresponding medium benefit to an equipment benefit to be received by the equipment supplier.
