Zusammenfassung:	PROBLEM TO BE SOLVED: To attain the most appropriate steering performance in response to various work conditions, particularly when engine speed is low. SOLUTION: When the engine speed is low, the modulation characteristics (static characteristic, dynamic characteristic) of a clutch brake are changed, and a steering control signal for obtaining a hydraulic characteristic, in which hydraulic pressure for starting connection of the brake is set higher than that at the time of normal travelling, is output to an electronic proportional control valve.
