PROBLEM TO BE SOLVED: To provide a user with services appropriate for environments. SOLUTION: A robot control device 2 includes: a storage means 9 wherein service identification data and sense classification data are stored in association with each other; a storage means 10 wherein robot identification data and capability holding data are stored in association with each other; a storage means 8 wherein environment data 21 are stored; a service selection means 14 which select service identification data associated with sense classification data in the case that contents of the sense classification data and contents of environment data 21 are consistent with each other; a robot selection means 16 which selects robot identification data associated with capability holding data in the case that a capability indicated by the capability holding data is a capability to be able to provide a service indicated by service identification data selected by the service selection means 14; and an instruction means 17 which gives an instruction to provide the service indicated by the service identification data selected by the service selection means 14, to a robot indicated by the robot identification data selected by the robot selection means 16.
