SOLUTION: A control program maintenance device 10 includes: a division means 101a which divides relevant step groups as one block with respect to control programs in an execution form including operation codes and operands; a comparison means 101b which compares two or more control programs on the basis of blocks divided by the division means 101a; and an output means 101c which outputs comparison results of the comparison means 101b.
