Zusammenfassung:PROBLEM TO BE SOLVED: To shorten the time from when an operation to requesting information to a center is performed up to when information is acquired. SOLUTION: When an on-vehicle device acquires information from the information center through a communication line, state change of the vehicle is detected to decide whether or not the detected state change of the vehicle is state change of the vehicle having high possibility that information is acquired from the information center, and when it is decided that the state change of the vehicle is state change of the vehicle having high possibility that information is acquired from the information center, a communication line to the information center is connected.
