The engaging member is provided with the engaging claw 22b extended from an oscillation shaft 22a toward the rack, an arm part 22c extended to a side opposite to the engaging claw 22b, a tensile spring 22d for energizing the arm part downward so that the engaging claw is engaged with gears of the rack, and a stopper 22e for regulating downward oscillation of the arm part.
