Zusammenfassung:	PROBLEM TO BE SOLVED: To cool the external wall of a building and a road to reduce a heat island phenomenon and reduce the cost of energy in the building. SOLUTION: The heat island phenomenon caused by artificial exhaust heat such as heat absorbed into the building 2 from the atmospheric air and heat radiated from electric appliances such as air conditioning facilities installed in the building 2 is suppressed by utilizing cold heat energy that a liquefied gas 3 has. For example, when the liquefied gas 3 is gasified, heat absorbed into the building 2 is utilized in the heat exchange of the liquefied gas 3 to cool the building 2, and electric energy used in the building 2 is generated by using the gas gasified from the liquefied gas 3.
