Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a panel for information display that securely prevents a leak by employing a substrate capable of compatibly achieving prevention against a leak and electric operation on a display medium. SOLUTION: The panel for information display displays information of an image etc., by forming a plurality of cells partitioned with partitions between a substrate 1 and a substrate 2 which are two substrates at least one of which is transparent, enclosing display media having optical reflectivity in the cells, and applying an electric field to the display media to move the display media. At least one substrate of the panel for information display has a stacked structure comprising a substrate material 11, and an electrode 5 or electrode 6, an insulating layer 12, and a conductor layer 13 stacked in order on the substrate material 11, and the conductor layer 15 is provided to cover the plurality of cells respectively.
