VIDEO MONITORING DEVICE AND METHOD

PROBLEM TO BE SOLVED: To provide a video monitoring device and a video monitoring method capable of performing desharpening processing to a face reliably by determining an animal body from an image photographed by a monitoring camera. SOLUTION: A device body 1 has a control unit 10 for processing information on the control of the entire device, and an image processor 11 for processing a photographed video image. A desharpening determination 10d determines a desharpening range ratio and a desharpening level required for performing the desharpening processing to a region corresponding to the head of a person, when a determination section 10c determines that the animal body is a person. In this case, determination is made based on a parameter, such as the aspect ratio of a region extracted as a foreign matter, and coordinates positions at the lower end of the foreign matter. A desharpening processor 11c performs desharpening processing to a determined range, based on the determined desharpening range ratio and desharpening level. COPYRIGHT: (C)2008,JPO&INPIT
