Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a chromium-free coated steel sheet suppressed in the rusting of the cut edge face or coating film flaw part thereof. SOLUTION: In the chromium-free coated steel sheet wherein an undercoating film 13 and a topcoating film 14 are laminated on substrate steel 11, various plated steel sheets are used as substrate steel 11 and a coating film having a non-chromium type rustproof pigment dispersed therein is used as the undercoating film 13 while a hydrophilic coating film being a hydrophilicity imparting agent and adjusted to 60° or below in its water contact angle is used as the topcoating film 14. As the non-chromium type rustproof pigment, there are magnesium phosphate, magnesium hydrogen phosphate, zinc phosphate, aluminum dihydrogen tripolyphosphate, calcium silicate, etc. As the hydrophilicity imparting agent, a partial hydrolyzed condensate of tetraalkoxysilane is used.
