Zusammenfassung:PROBLEM TO BE SOLVED: To provide a mobile base station apparatus capable of providing a user an incentive to use of the mobile base station apparatus at a particular position while ensuring the convenience of the user and to provide an accounting method. SOLUTION: The mobile base station apparatus 10 stores registration user terminal particularizing information transmitted from a network N and installation positional information for particularizing an installed position at the installation by an owner. When receiving a call from a mobile terminal 30, the mobile base station apparatus 10 discriminates whether or not a user of the mobile terminal 30 is a registered user and whether or not the call comes from inside a prescribed area, the mobile base station apparatus 10 establishes the communication connection at a flat-rate only when the conditions above are satisfied. Thus, the mobile base station apparatus 10 can provide users an incentive to use the mobile base station apparatus 10 at particular positions. Further, as to the use of the mobile base station apparatus 10 other than the particular positions, the mobile base station apparatus 10 adjusts the accounting but does not completely inhibit the use so as to ensure the convenience of the users.
