SOLUTION: The severe accident detector comprises a first judgment means for taking out variation rate of at least one of the terminal voltage Ea and the power factor angle θ of the generator G at the local end of a generator G, and judging whether the variation rate exceeded first set values E1, θ1 corresponding to occurrence of severe accident or not; and a second judgment means for further taking out variation rate of at least one of the terminal voltage Ea and the power factor angle θ of the generator G when the variation rate exceeded the first set values E1, θ1, and judging whether the variation rate exceeded second set values corresponding to removal of severe accident or not.
