SYSTEM AND METHOD FOR GENERATING DOCUMENT

PROBLEM TO BE SOLVED: To make it possible to generate a document such as an ID card including a face image based on external character registration information to be handled through a document issuing system associated with the external characters, even though a same external character in the document issuing system is registered in a different character code system. SOLUTION: The system for generating the documents, comprising: a plurality of document issuing devices 100 and 101 having an external character registration function, each of which executes a process to convert the information to register the external character, wherein an unique location code for each device is assigned to each external character. Each device for issuing the documents has a means 26 for generating a document with the face image, comprising: receiving the information to register the external characters, which includes an image for a character associated with the external character required by a document publisher, a character code, and a location code; generating a table for converting the information for the external characters, which has the image for character information for the external character and the location code for the character; receiving a request for information to register the external character from the device to issue the document; converting the external character, based on the table for converting the information to register the external character, into the information to register the external character for the device for issuing the documents; and generating the document by using the converted information to register the external character.
