Zusammenfassung:	PROBLEM TO BE SOLVED: To realize recycling of plant waste as a soil material without causing environmental pollution. SOLUTION: A volume reduction solid 14 of fixed size is formed by a volume reduction solidification (104) by high-temperature steam treatment and compression of plant waste 12 produced and collected by weeding (102). The volume reduction solid is ground or pulverized to form a soil material 16 of predetermined state. The soil material 16 is used as the base of a vegetation foundation material. The base is mixed with a fixed mixture material and stirred to give the vegetation foundation material, which is laid on a target ground so as to create a vegetation foundation of fixed thickness.
