VIDEO DISTRIBUTION SYSTEM AND VIDEO DISTRIBUTION SERVICE RECEIVING TERMINAL MANAGEMENT METHOD

PROBLEM TO BE SOLVED: To provide a video distribution system and video distribution service receiving terminal management method which even when a user has a plurality of receiving terminals, can manage it that the same user utilizes these terminal IDs without utilizing a charging ID that is personal information of the user. SOLUTION: A common ID issue management device 2 uses a common ID issuing means 42 to issue, to a terminal ID of a receiving terminal 3 to which a video distribution device 1 distributes video data, a common ID for enabling the common ID issue management device 2 to recognize a plurality of terminal IDs as common ID and stores a combination of the issued common ID and the terminal ID into a common ID management storage means 43. Thus, even when the user has the plurality of receiving terminals 3, not by utilizing the charging ID that is personal information of the user, but by utilizing the common ID for recognizing the plurality of terminal IDs as common ID by the common ID issue management device 2, it can be managed that the same user utilizes these terminal IDs.
