Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a working method for drilling a through-hole with a small inside diameter without causing burrs and thereby greatly reducing the working time. SOLUTION: An insulation resin plate working method is disclosed in which a through-hole 60 is drilled in a thin part 59 having a thickness worked to ≤0.5 mm, in such a manner that the ratio of the hole diameter to the thickness is 1/3 or less. In a first step, the thin part 59 of the insulation resin plate is irradiated with a laser beam 72 from one side of the plate to form a spot-facing part 74 that inclines in a tapering form from the one side to the other. Then, in a second step, to a part corresponding to the spot-facing part 74, machining is applied from the other side by means of a drill blade 76 to form a hole 78 penetrating from the other side to the one side.
