The electrostatic capacities corresponding to the deep part and vicinal part of concrete during casting are calculated by a deep part measuring circuit and a vicinal part measuring circuit and the filling degrees of the deep part and vicinal part of a measuring target are calculated by an arithmetic circuit while the proprieties of the moisture and filling amount of concrete during casting are judged to be displayed on a display part 46.
