Zusammenfassung:PROBLEM TO BE SOLVED: To provide a vibration damping steel pipe by resin injection, capable of eliminating influence of heat by welding, by eliminating inconvenience of melting a vibration damping member by the heat. SOLUTION: A plate-like first steel plate 11 and a plate-like second steel plate 12 are respectively separately prepared, and an inner layer pipe 11a of a small diameter is formed by winding the first steel plate 11, and an outer layer pipe 12a of a little larger diameter is formed by winding the second steel plate 12. The inner layer pipe 11a is inserted into the outer layer pipe 12a and is mutually superposed. A resin member 13 being a vibration damping member is poured and dried/solidified into a resin injection hole 14 arranged on one side of the inner layer pipe 11a or the outer layer pipe 12a, and the inner layer pipe 11a and the outer layer pipe 12a are formed as a vibration damping steel plate pipe 10 of a three-layer structure via the resin member 13 being the vibration damping member.
