Zusammenfassung:	PROBLEM TO BE SOLVED: To detect the presence/absence of a leakage by a simple constitution in a double shell tank system for being laid underground. SOLUTION: An external shell tank 2 is provided in a manner to surround an internal shell tank 1, and a space C for sensing is provided between them. Also, the external shell tank 2 is provided with a sensing tube 3 which is connected with the space for sensing. In addition, the sensing tube 3 is provided with an opening/closing valve 4 and a manometer 5. A liquid for sensing is filled in the space C and the sensing tube 3, the liquid is pressurized by a predetermined pressure, and the liquid is sealed and held while keeping the pressurized state.
