Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a photonic buoy system, in which an optical assembly for gyro stabilization is not required, a panoramic view of the horizon is obtained, and a stable composite image of the horizon is obtained. SOLUTION: A photonic buoy includes; a long hull provided with a ballast part existing below the water line and an upper end part arranged above the water line; an optical bench existing at the upper end part of the hull to provide the panoramic view of the horizon; and a transmission cable extending from the optical bench to a remote location for transmitting video signals.
