Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a pipe formed of a high damping steel sheet with a resin film interposed therein which is capable of eliminating a trouble that a vibration damping member is melted by the heat, and eliminating the influence of the heat caused by the welding. SOLUTION: An inner layer pipe 11a with a first steel sheet 11 wound therearound, an outer layer pipe 12a with a second steel sheet 12 wound therearound, and a vibration damping pipe 13 with a resin film 13 as a vibration damping member being wound therearound are separately formed. The outer layer pipe 12a is inserted in so as to overlap an outer circumference of the inner layer pipe 11a. The vibration damping pipe 13a consisting of the resin film 13 is inserted in a space between the overlapped inner layer pipe 11a and outer layer pipe 12a to form a three-layered pipe 10 formed of a high damping steel sheet.
