Zusammenfassung:PROBLEM TO BE SOLVED: To efficiently allocate computer resources in an environment where the number of computer resources is smaller than the number of users. SOLUTION: This system includes a means for monitoring the state of use of computer resources and a means for registering the conditions as to whether or not canceling is possible according to the attributes of users and the attributes of computer resources. If there is a new request for allocation while all the computer resources are allocated, the computer resources not in use are specified according to the state of use and the conditions as to whether or not canceling is possible; then canceling is performed and the computer resources are allocated.
