SOLUTION: This system has a heat exchanger 1, a heat exchanger water pipe 11 communicated with the heat exchanger 1, a heat exchanger water passage valve 2 arranged on the heat exchanger water pipe 11, a heat exchanger bypass pipe 12 for bypassing the heat exchanger 1 by being branched from the heat exchanger water pipe 11, a heat exchanger bypass valve 4 arranged on the heat exchanger bypass pipe, an injection pipe 13 for injecting a coolant passing the heat exchanger water pipe 11 and the heat exchanger bypass pipe 12 into the nuclear reactor 10, an injection valve 5 arranged on the injection pipe 13, an an injection valve bypass pipe 17 for bypassing the injection valve 5 by being branched from the injection pipe 13, and an injection valve bypass valve 18 arranged on the injection valve bypass pipe 17.
