SOLUTION: Compressed air X3 for combustion to be supplied to a fluidized bed type incinerator 2 is preheated in a first preheater 3 by exhaust gas X40 discharged from the fluidized bed type incinerator 2, a turbine 4b of a first supercharger 4 is turned by the compressed air X3' for combustion heated by the first preheater 3 and flowing toward the fluidized bed type incinerator 2, and the compressed air X3 supplied to the first preheater 3 is generated and blasted by a compressor 4a of the turbo supercharger 4.
