Zusammenfassung:PROBLEM TO BE SOLVED: To shorten the amount of time since an application is acquired through a network until the application is stored in an IC card. SOLUTION: An AL server 101 compares an application 412 loaded to a card 401 with the load conditions of the application whose load is requested, and the investigation of investigation items which have been investigated by the loaded application is saved. Thus, it is possible to achieve the above processing by storing load conditions for every application, and comparing the load conditions of the loaded application with the load conditions of the application whose load is requested.
