SOLUTION: The electrode catalyst for the fuel cell carries a noble metal on a carbon material dispersedly carrying ruthenium dioxide. The electrode catalyst obtained by carrying the noble metal on the carbon material dispersedly carrying ruthenium dioxide has high dispersion/stability of noble metal fine particles, shows high catalytic performance, and at the same time has high transportation performance of reaction substances and their intermediate substances, and thereby, a high performance polymer electrolyte fuel cell can be provided.
