SOLUTION: The apparatus 100 includes a pulse light source 3 for outputting optical pulses; a Mach-Zehnder optical intensity modulator 6 for modulating optical pulses output from the pulse light source 3; a bias voltage generation part 102 for applying a bias voltage on the Mach-Zehnder optical intensity modulator 6 as changing a voltage value; a high-frequency signal generation part 101 for applying high-frequency signals on the Mach-Zehnder optical intensity modulator 6; and an optical spectrum analyzer 7 for measuring the spectrum of optical pulses output from the Mach-Zehnder optical intensity modulator 6.
